aFFORDABLE HOUSING Development- CALL FOR APPLICATIONS

Parliament and Gerrard Development Corporation, a partnership of The Daniels Corporation (‘Daniels”) and Toronto Community Housing Corporation (‘TCHC’) (jointly the ‘Owner’) is seeking applications from qualified affordable housing providers to purchase at-cost, the affordable housing component within a proposed mixed-use building located at 500 Dundas Street East in the heart of Regent Park. The selected Applicant will ultimately sign an Agreement of Purchase and Sale for stratified gross floor area dedicated to the creation of affordable housing with the Owner, and ultimately own, maintain and manage the units in perpetuity.

The partnership between Daniels and TCHC to revitalize 53 of 69 acres in the Regent Park neighbourhood, is recognized as a global gold standard for transforming challenged urban neighbourhoods into healthy, sustainable communities.

On completion, Daniels will have constructed approximately 5,800 homes in the community, including high rise and townhome market condominiums and purpose-built market rental apartments, in addition to rent-geared-to-income and affordable rental homes developed through its’ agreement with TCHC. At the core of the revitalization is both a physical and social re-connection of this once stigmatized neighbourhood to the broader City of Toronto. Beyond the physical infrastructure, the revitalization of Regent Park has been a catalyst for social and economic change with over 1600 people connected to employment opportunities through the Regent Park Employment Centre. Both Daniels and TCHC celebrate the life and vibrancy of the community through collaboration and partnerships with local organizations, businesses, and artists.

This process is not intended to create and will not create a formal, legally binding procurement. The Respondent acknowledges that this is not a call for tender or an offer to tender (often referred to as “Contract A”), nor does it obligate the Owner to enter a contract to carry out the project (often referred to as “Contract B”). No legal relationship or obligation will be created between the Respondents and the Owner by this Application Process until the successful negotiation and execution of a written agreement with the selected Applicant.

Will there be an information session?

  • Yes, there will be an information session hosted on May 14, 2024 from 10:30 – 12:30PM. We encourage all interested applicants to join us at this in-person meeting to learn more about the Call for Application and the development opportunity being presented. 

  • Presentation materials and questions raised during the information session will be shared with registered applicants via email.

What if I have questions when filling out the application form?

  • If you have questions regarding the application form itself, we’d encourage you to attend the information session, or sign up for one of our Application Sessions on June 20th and June 25th for a 30-minute timeslot between 10:00 am to 1:00pm

Do I need to attend this session?

  • It is highly recommended that a representative from your organization attend the information session. It is not mandatory for eligibility.

Can I attach additional information to my application?

  • Yes, if there is additional project or organizational information to be shared as part of the submission, these can be uploaded with your application to through the portal.

Are Daniels and TCHC asking that applicants purchase the floor area described in the RFP document, or can an organization rent from the Ownership group?

  • This call for applications is strictly for purchase of the GFA (Gross Floor Area) associated with four (4) levels of the podium within a high-rise condominium building on the site. The successful applicant, on ownership of the space, may choose to create either affordable rental or affordable ownership units to be managed over the long-term.

Does funding need to be in place with this submission?

  • Funding does not need to be in place at time of application submission, but financial statements along with a clear plan on how to achieve the funding necessary for purchase is requested as part of the submission package.

Can only non-profit organizations apply?

  • To be eligible, applicants must be either a Non-Profit Organization (NPO) or similar non-commercial organization or a registered charity.

Can I partner with another organization for this submission?

  • Yes, partnerships are welcome and encouraged.
